The Elements of Harmony were originally intended by Galaxiour to be wielded by his daughters. Celestia fears to wield them again, after the last time, so she instigated the entire ‘binding them to mortal ponies’ business.
Admittedly, they do seem to be somewhat safer to use in that form…
