Possibly. But, I think we can find other ways to make sure Gruffons and Zebras aren't a problem. Also, I've read about a species called 'Diamond Dogs'. They seem like they could be potentially useful for gene splicing. Do you think you could get a few of them?
Yes. We actually have a weapons test scheduled against a nest of them on the edge of Our domain. We suppose We could modify the parameters of the test from ‘exterminate’ to 'exterminate but capture a few live specimens’.
It seems to be a virus that replicates itself as part of the host's DNA.
Interesting. Using a disease as a weapon sounds… risky. We don’t think it will be of any use during Our battle with Celestia. But afterwards, We will need a way to keep the Griffons and Zebras in check while We consolidate Our power. Can this virus be tailored to affect only specific species, or segments of the population?
Well, if you want stronger warriors, or ways to make new species, this will probably be the key to that, at least if you want to do it scientifically.

Anyway, as for this gene splicing thing, seems rather interesting. Combining DNA from more than one species. It shouldn't be too hard for me to create machinery that could duplicate this. Although, this type of technology is new to me.
We don’t know much about the species that created it. They look like humans, but their technology is far in advance of anything We have witnessed humans possessing. We have carefully examined the original artefact, and have determined that it is likely it originated from outside this universe entirely.
Anyway, what practical applications do you see for this ‘gene splicing’?
