We don’t think We’d be comfortable having Our children watched by one of Celestia’s champions. Even if Fluttershy wouldn’t think to abuse that position, We are sure Celestia would.

I have looked into the one way portals, but I haven't found a way to make true one way portals yet. I do however think that if there's somepony with magic that allows for detecting and triggering somepony's presense in the holding cell, the anchor can be disrupted so the portal will close. This has the obvious downside that it can be used only once. I did start placing some of the portals in the tunnels though...
That is less than ideal, but if that is all that can be done We suppose it will work… We will make available to you the required components, and have Our servants fashion containment areas for the portals to lead to.
