Yes. Generally it is unnecessary, however, since Discord’s transformations (at least in complex creatures like ponies) are self-limiting and temporary. Unless the transformation somehow threatens the pony’s life, it’s usually safer to simply restrain them and wait for it to wear off.

In all likelihood, yes. However, standard means of interdimensional travel, when used to travel to Equestria, will ‘translate’ you to a member of the dominant native species (namely, a pony).
