Essentially, Equestria’s universe is a Chancel shared between the members of the royal family, each having nearly unlimited power within it but unable to use said power to oppose each other. Also, direct editing puts a strain on the fabric of reality that can lead to unexpected and likely harmful effects (like Mage’s paradox, but on a universal scale).

Nightmare Moon is overstating her actual power a bit (for example, primordials still outweigh her and her sisters, even in Equestria, and royal family members with deeper access like Galaxiour can preform edits that override her wishes).))

Because members of the royal family can freely edit Equestria and any being in it, so long as it doesn’t conflict with the desires of the other members of the royal family.
