Celestia has disqualified herself by recklessly endangering the pony population, and We could not ask Luna to bear the weight of the crown alone. We are the only one that can step up and take charge, and it is that which gives Us Our right.

Though they seem more similar to ponies than Griffons, donkeys and mules are not (under Our criteria) ponies. However, they are harmless and generally friendly, so will be permitted to continue live and work in Equestria under Our rule.

As for the buffalo, they’ve always kept to themselves. In fact, We don’t even have any data to tell Us whether they’re ponies or not. If events like those in Appleloosa occur again We’ll send a research team to assess them, and determine from there what needs to be done.
