We don’t think so. Arcel has not quite been himself, lately. It is more likely Our actions against the CCU disrupted their intelligence gathering capabilities, and they assumed the best for propaganda purposes.

We could not confirm that it was, and it was also quite mad, so We sent it to Philemon.
