If you mean the Chaos Gods, well, they are greater gods, and would outpower Us anywhere but on Our home turf, We find many of the other greater gods We’ve met to be more impressive. They’re small fry compared to the likes of Sutekh, Hel, or Izanami-no-Mikato, and nothing compared to true primordials like Nyx or Nyarlathotep.
As for the concept itself, chaos and order are both needed for a properly functioning universe. However, a universe is more likely to lack enough chaos than enough order, so steps to preserve chaos are more necessary in a mature universe than steps to preserve order.
