If We have to retreat there, it would either mean it was an emergency (in which case Our breaking of the law would be acceptable) or Celestia’s forces are attaching (in which case the law no longer matters).
Even if We allowed visitors, We wouldn’t be responsible for making it safe for visitors, would We?

The only non-pony allies Celestia has that could pose any sort of threat to Us are those few dragons that have allied with her.
We have plans to use them against her, though. We don’t know the details, but the species of dragons allied with her did so so she would protect them from their kin. Something about scale material. If We were to tell the other dragons that they were not killed as they thought, but are instead living in hidden caves beneath Canterlot, that would allow Us to gain the majority of dragon’s support.

Well, Arcel’s comments have made Us realise that We don’t have nearly enough information about them. If We are to rule Equestria, We must know enough about every sapient species living within it’s borders to make informed decisions.

We don’t think overt threats are the best idea in this situation. For one thing, it would certainly upset Arcel.
For now, simple surveillance is the best option.
