A Qilin, I believe.
Hmm… With this evidence, as well as the evidence We’ve garnered of the potential fertility of hippogriffs, there are strong implications that We are correct, and that the term ‘pony’ may need to be expanded to hold a much wider meaning.

That depends. If the town existed before the dragon arrived, the town and all roads leading into or out of it would not be included in the dragon’s territory. The nomad dragon would have to decide whether the rest of the territory was valuable enough to them to lose out on some land area.
On the other hoof, if a dragon is already in residence before the ponies arrive… well, We will not permit future settlement in dragon-owned lands, unless some agreement to purchase said lands was agreed upon. In the case of settlements created by the sun-hag in violation of existing draconic territories, We cannot ask the ponies there to abandon their homes, but neither can We overlook the imposition on the dragons in question. We will have to make the best of a bad situation by paying (out of the town’s tax fund) the dragon in gems the assessed value of the land in question.
We do not consider dragons a separate species from ponies. We know this idea is unorthodox and certain to raise controversy, amongst both ponies and dragons, but Our studies in draconic biology have lead Us to believe that there are no significant differences between dragons and ponies (at least, none that would make them ethically distinct).

As for territory, Our reign would respect reasonable draconic territorial claims (‘reasonable’ being, say, a four hour flying radius around the lair, minus any areas that overlap with pre-existing territory claims by ponies or other dragons), with the standard rights to deport trespassers and generally defend the property.
