Who said anything about insignificance? We care not one whit whether a pony is significant or not. If they harm ponykind and show no signs of being able to be reeducated, then We are ethically obligated to remove them.

The original Shadowbolts were, for the most part, destroyed by the Elements. A handful escaped destruction, but have since regained their egos and have become quite rebellious.
We have made one new Shadowbolt since Our return, the one known as Dusk Rage. In time, We will make more.

If they can, yes, We will reeducate them. However, it is unethical to waste resources on those repeat offenders who time after time refuse to learn from their punishments.
Nightmare Moon thinks for a moment, then implants the following questions in Fluttershy’s mind.
- What do you call this place?
- Can you fly?
- Can others like you fly?
- Who are your rulers?
- Do you have any foals?
- What did you eat last?
- How did you pay for that meal?
Believing that the answers to these questions should provide her with all she needs to know about this new world, Nightmare Moon waits patiently for Fluttershy’s response.
What odd questions! Still, it was her job to help others, so she tries to organize her thoughts.
Our country is called Equestria, and this town is Ponyville. No I cannot, my wings are crippled. Others with wings can, though. We have Princess Celestia, though currently Prince Blueblood is standing in while she is away at war with Nightmoare Moon. Um… I’m assuming you mean offspring and I don’t have any, though the school house is near by. Uh, I think it was a fruit salad, and I didn’t- I made it myself at home.
For a moment Fluttershy wonders if she should have mentioned the war, or that Prince Blueblood was standing in at the moment. It was too late, though.
Nightmare Moon looks visibly disturbed by Fluttershy’s answers. To find a world without ponies that mirrored her own so closely… but what was that about Nightmare Moon?
She thinks carefully, not wanting to give her identity away. “Have you ever heard the name ‘Princess Luna’? What about 'Twilight Sparkle’? Or 'Fluttershy’?”
