Basically, that’s where there’s a character who possesses godlike power that comes with a curse, but the curse becomes less and less emphasised (or even retconned) as time goes on. It ends up making the entire character seem cheap.
If you can get ahold of a copy of White Wolf’s ‘Freak Legion’ (long, long out of print, but PDFs are still circulating places if you don’t mind a bit of piracy), it has some of the best examples of how to create characters that are genuinely cursed with superpowers.))
Alright, I’ll search it out. So, from what you’re saying, to avoid ‘Spawn Syndrome,’ I should keep Frau’s power emphasised at a steady rate? If so, I can happily do that.

I feel the need to explain Frau’s Dark Form and Immortality, because Frau herself would probably be never able to explain it.
So I will.
First, her Immortality. She has had this for thousands of years, ever since her conception. The powerful curse that was put upon her during her years of being Doc takes the form of dark blue chains that entrap her tainted Heart, thus keeping her in the Plane of the Living. These chains are unbreakable, except by one key thing. Caramel, her coltfriend, just happens to have a mystical sword which can break these chains. She plans to stay as far away from it as possible for a while. What has caused this curse, is beyond anyone. But, it has it benefits to counteract it’s downfalls.
The benefit is that she cannot become a Heartless by the Darkness that taints her Heart, but this also means she cannot ascend her Heart to become an Angel of the Light. That is not a choice anyway, for she has delved too deep into Darkness to become one. Now, because she has tapped into the Darkness so deep, she is basically one with it. She can tap into this power when she becomes enraged, but sometimes it’s too much for her to control, and she loses her wits. This is shown by her eyes turning black and her entire irises to become yellow, similar to a Heartless.
Now, I plan to show the ultimate of this power. That is her as an Alicorn. Remember those pictures of her as one? That’s it. Now, this is when she holds nothing back and somewhat bonds to the Darkness to herself and takes on the transformation. Her power is increased tremendously, becoming near-godlike, but her rage keeps her at bay. If she is to become too angry, she will turn into an abomination. All her willpower will discipate, and she will become a rage-filled animalistic killing machine. She can only revert if she is either left alone to cool off, or purified. She will return to Darkness, if she is purified, though.
Welp, there you have it. Any suggestions to make her less overpowered in any aspect are greatly appreciated.

Though it’s taken longer that Nightmare would have wished, the preparations are finally complete. Just yesterday her servants finally fished the needed bones out of the quicklime pits, the embalming and preservation spells finally worn away by the powerful chemicals. She sits at the centre of a circle, a perfectly cleaned white skull before her.
“Soon,” she thinks to herself, “Soon the wraith will pay for its insult.”
Her horn glows, and a greenish flame flares up all around. The dark ritual commences…

Like I’ve said before, I’m not worried about it at all. Congress tries to pass stupid legislation regularly. Nothing ever comes of it. It’s just part of the way our system of government works.
However, should a worst-case scenario occur, I’d like to remind you that IANA and ICANN are both US-jurisdiction organisations, and that the US DOJ and Supreme Court have both published papers stating that they can order them to de-list foreign hosted websites. With very few exceptions, a de-listing on the root zone DNS will mean a de-listing on every regional DNS.
TL;DR: The US Government has the power to shut down your internet too.
